Abstract
The development activities for Mataram City towards a complete city officially began in June 2023 with the decision letter from the Head of the Mataram City Land Office No. 402/SK-52.72/VI/2023 regarding the establishment of the acceleration team for the development of a complete city. However, it was found that the number of K4 (KW 4, 5, 6) objects was quite high, totaling 11,705 parcels (as of December 2023), which resulted in the quality improvement activities not being carried out quickly and optimally. The workload for improving the quality of K4 data at the Mataram City Land Office is still high, thus requiring the best and most appropriate resolution strategies. This study aims to identify strategies for improving data quality to realize a complete city at the Mataram City Land Office, as well as the challenges and solutions faced by the Mataram City Land Office in implementing the quality improvement of K4 land parcel data. The research method used is qualitative descriptive with data collection techniques through observation, interviews, and document study, followed by data analysis using the Miles and Huberman method. Furthermore, the data validity technique uses three stages of analysis: data reduction, data presentation, and conclusion drawing. The results of this study indicate that the number of K4 land parcels in 2023 in West Cakranegara Sub-district that have undergone quality improvement is 142 land parcels, and in East Pagutan Sub-district, it is 46 land parcels. Furthermore, the strategy for improving the quality of K4 land parcel data to support the realization of a complete city involves the application of the 5M concept (Man, Money, Machine, Material, Method). The obstacles faced in efforts to improve the quality of K4 land parcel data in Mataram City include: land books not having complete data on survey letters (SU) or situation drawings (GS); differences in the area of land parcels between the registration map and the written area; GS/SU archives are still stored in the parent district, not in Mataram City; replacement village land books have not changed the village code rights to the new sub-district; K4 land parcels have duplicate rights numbers and SU numbers different from plots, and overlapping land parcels.
