Abstract

In general, compensation for village land used for land acquisition is given in the form of replacement land. However, in terms of the form of loss determined in the land acquisition process for the construction of the Jogja-Bawen toll road for village land in Tambakrejo Village, Kapanewon Tempel uses the form of rental compensation as a form of policy of no land release in Yogyakarta. A new problem for the village government in Yogyakarta is that village land was initially used as a source of village income and its managers were not given replacement land. This research aims to find out things related to mechanisms, problems and solutions offered, as well as the impacts that occur due to new policies from the Sultanate. The method used is a survey research method with a descriptive approach. By using primary and secondary data sources collected through interviews, observations and document studies. According to the classification, village land consists of pelungguh land, pengarem-arem, village treasury land and land for public purposes. In this case, the samples used in this research were 9 plots of village land in the form of pelungguh. The results of this research show that there are many special treatments applied in land acquisition activities for the construction of the Jogja-Bawen toll road. As for the problems faced due to the new policy from the Sultanate, there are no absolute regulations governing the land registration scheme. The impact that occurs in this case is a reduction in the area of village land in Tambakrejo Village. There is no certainty regarding the form, amount and mechanism of compensation that will be obtained by the Tambakrejo Village Government, there is a scheme to extend the concession period or an increase in toll road rates due to the Pisungsung Tariff.
