Abstract
The government, through the Ministry of ATR/BPN, is implementing Agrarian Reform to realize justice and community welfare through managing access. The concept of access management is realized in community empowerment activities. Joho Village, Wates District, Kediri Regency, was chosen as the location for empowering catfish cultivation because it has potential, namely as a center for cultivation, especially catfish. This program has an action plan that involves collaboration. The implementation certainly cannot be carried out by one party alone, there must be collaboration between several stakeholders, which in this program is the Kediri Regency Land Office with the Fisheries Service and the Cooperative and Micro Enterprise Service. This research focuses on action plans for developing fisheries cultivation by involving relevant stakeholders. The research method used is a qualitative method with a descriptive approach. The research results show that it is necessary to increase indicators of collaboration, planning, and support to minimize obstacles during activities. Even though there are obstacles, this program has had a positive impact on the welfare of society which has been determined from various aspects so that it can be categorized as a decent and prosperous society.
