Abstract

In 2019 the Ministry of ATR/BPN created a complete land registration policy for cities/districts in Indonesia. Jambi City Land Office as one of the priority land offices in the complete district/city program based on Ministerial Decree of ATR/BPN No. 285/SK-OT.01/III/2024 is working on activities to improve the quality of land plot data in Jambi City in order to realize complete city registration in Jambi City. The aim of this research is to determine the quality conditions of land plots, problems and strategies carried out by the Jambi City Land Office in activities to improve the quality of land plot data in Jambi City. The research method used is qualitative with a descriptive approach. This method was taken with the aim of describing the quality conditions of land plots in Jambi City as well as implementing activities to improve the quality of land plot data in Jambi City. Data collection was carried out through interviews and document study. The data analysis technique in this research uses analysis techniques with the 5M approach (Man, Money, Machine, Materials, Method). The results of the research show that the quality of land plot data in Jambi City still does not meet the requirements for complete city registration, there are 225,212 K4 plots in Jambi City and 25,531 plots of them have not been mapped. Problems and strategies for improving the quality of land plot data in Jambi City are classified with the 5M elements. The problems that occur are a lack of human resources in carrying out data quality improvement activities, there is a budget block for the aerial photography budget, problems with repairs and errors in the Sitata application, and aerial photographs that do not meet the accuracy standard, namely 0.54 m. Some of the strategies implemented by the Jambi City Land Office include implementing BKO to help carry out data quality improvement activities, utilizing the previous year's budget to cover blocked budgets, and using temporary aerial photos obtained from the Jambi City government.
