Abstract

The reform of the bureaucracy aims to create a more effective and responsive government. The focus is on achieving three main goals: transparent and accountable bureaucracy, competent bureaucracies, and quality public services. By obtaining a predicate from an agency that marks on that agency, his employees have a profound understanding of bureaucratic reform and good public service. The purpose of the research is to find out how the officials of the WBK and WBBM preaching farm offices perceive the reform of bureaucracy and good public service and why the officers of WBK and WBBM have still not understood the challenge of good bureaucratic reform and public service. The research method used is qualitative with data collection techniques through interviews, observations, and documentation studies. Not only that, various secondary data obtained by the author from sources and searches through the internet media. The results of the research show that there are factors that can determine the perception of staff about the reform of bureaucracy: Selection; Organization; Interpretation; Physiological factor; Expectations; Cognitive abilities; Social roles; Membership in cultures and social communities. This study concludes that the staff of the Surabaya City Land Office 1 have not fully understood the good bureaucratic reform and public service. This is because the selection carried out by the official is not of his own will and there has not been a massive socialization done either by the Surabaya City Land Office 1, nor by the Internal Evaluation Team of Kanwil and Center.
