Abstract

Development and food security are two aspects that must go hand in hand yet are also contradictory. Therefore, the government has established RTRW as a guideline for regional development and LSD as a control for the conversion of paddy fields to support national food security. LSD is mandated to be a factor in determining sustainable agricultural land within RTRW, which also applies to the Banjarnegara’s Regency RTRW. With the establishment of the Banjarnegara’s RTRW, it will impact the spatial utilization process, particularly in land administration and licensing services. This study was conducted to understand the implications of the Banjarnegara Regency RTRW on land administration and licensing services. This research is used a mixed method with a spatial approach. The spatial approach used is overlay analysis to assess the suitability of the Banjarnegara Regency RTRW with LSD, followed by Theta Wilcoxon correlation test. Based on qualitative analysis through interviews, it is found that the Banjarnegara Regency RTRW significantly influences the implementation of administrative and licensing services, supported by a Theta Wilcoxon correlation coefficient of 0,61.
