Abstract

Population growth and improved living standards have led to an increased demand for basic needs, particularly housing. The continuous rise in housing prices has made it increasingly difficult for many people, especially in rapidly developing urban areas such as Kecamatan Purworejo, Kabupaten Purworejo, Central Java. The 1945 Constitution guarantees the right to adequate housing; however, many individuals struggle to fulfill this right due to high property prices. A qualitative approach is used to understand the KPR system from the perspectives of various stakeholders, including banks, developers, and government officials, through in-depth interviews and document analysis. The study aims to provide a comprehensive understanding of the KPR mechanism, identify issues such as credit defaults and legal complications, and propose solutions such as stricter credit assessments and improved regulatory oversight. The result of this study is that the mortgage system is in demand by the people of Purworejo for several reasons, namely the ease of owning a house without having to pay in full, providing private home ownership without having to rent, land prices are getting higher, government policy support makes it easier to access mortgages, mortgages offer flexibility in bank choices and payment schemes, relatively fast and efficient processes with many housing options, helps address housing backlogs and provides legal protection for consumers. The mortgage mechanism involves developers and consumers with the stages of legality, licensing, house selection and financing. The main problems of mortgages in Purworejo include bad loans, buying and selling under hand, licensing, and fasum and fasos problems. Solutions to mortgage problems include strict credit analysis, user education, developer supervision, sanctions, and stakeholder cooperation. Keywords: KPR, Population Growth, Housing.
