Abstract

Conventional land certificates have various risks, such as theft, forgery, and damage due to natural disasters. In response, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) issued Ministerial Regulation No. 1 of 2021 concerning Electronic Certificates (e-Certificates). This research aims to expose the implementation of electronic land registration, including mechanisms, progress, problems, and solutions, specifically in the electronic certification of government assets during the initial land registration activities at the Land Office of Serang Regency. The research method used is qualitative with a descriptive approach. Primary data were obtained through observations and semi-structured interviews with 9 informants. Secondary data were obtained through document studies, including regulations and application documents as well as output documents at the mechanism stages. The study describes the progress in realizing world-class services and in the perspective of realizing Cadastre 2014. The analysis of problems and solutions refers to the implementation model developed by George C. Edward III. The results of this research indicate that the electronic initial registration mechanism for government assets in the regency involves stages that comply with Technical Guidelines No. 10/Ins-HK.02.01/XII/2023. The Land Office of Serang Regency has successfully implemented electronic land registration services, such as Electronic Mortgage Rights (HT-el) and e-Certificates, as an effort to enhance land services towards world-class standards. It has also shown concrete steps towards realizing the Cadastre 2014 vision through the implementation of e- Certificates, the GeoKKP application, and cooperation with the private sector, integrating spatial and textual data and replacing manual cadastral processes with digital systems. Several issues were identified, including insufficient in-depth socialization to local government and private communities, lack of human resources readiness, suboptimal KKP Application system, discrepancies in authority arrangements, and lack of facilities such as duplex printers and kiosks. To improve the effectiveness of electronic land registration, it is necessary to enhance socialization, provide technological infrastructure, and provide training and assistance for staff and system users.
