Abstract

The limited availability of land designated for settlement causes residents to live in areas that are not suitable for their intended use. One of them is a settlement in the disaster-prone area (KRB) of Mount Merapi. Settlements located in disaster-prone areas of Mount Merapi have a high potential for danger and loss when the mountain experiences an eruption or eruption. The aim of this research was to determine the distribution and extent of the discrepancy so that it could be taken into consideration in future policy making regarding settlement control in the area The research method used in this research is a mixed method with a spatial and descriptive approach. The data collection technique used was through interviews, observation and literature study. The results of this research show: (1) the area of residential land that is not in accordance with the KRB III policy is around 284,364,409 m2 or around 25% of the total land use change in Umbulharjo District. The residential land declared suitable has an area of around 862,657.164 m2 or around 75% of the total land use change in Umbulharjo Village; (2) based on PERBUP Sleman Number 20 of 2011, settlements are not allowed to exist in the KRB III area. Settlements are only permitted for buildings that existed before 2011 but residential areas are not permitted to develop; (3) Local residents are reluctant to leave the disaster-prone area of Mount Merapi due to several factors. These include cultural factors, beliefs that have been passed down from generation to generation, and love for their livelihood even though the danger of an eruption can occur at any time. Apart from that, residents chose to live in KRB III because some of them did not own land in KRB II and considered that KRB III was still quite safe.
