Abstract

The population continues to grow, while the area of residential land is relatively fixed, causing many developments to be scattered irregularly outside the residential area. The irregular distribution of buildings can have a negative impact on surrounding areas, such as riparian areas. The riparian area that functions as a water catchment and water reservoir is now starting to decrease. This problem also occurs in the riparian area of the Ciliwung River, Bogor Regency, West Java. The main function of the upstream area of the Ciliwung River Watershed is for water catchment so that it can protect the area below. If there is a change in spatial function, it will increase the potential for water runoff, resulting in flooding in the downstream area of the Ciliwung River. This shows that development in the Puncak area needs to be supervised and controlled, so that it can minimize the occurrence of disasters. This research uses a qualitative method with a spatial approach to determine the use of space within the boundaries of the Ciliwung River, Leuwimalang Village and Jogjogan Village, Cisarua District, Bogor Regency, whether it is in accordance with Bogor Regency Regional Regulation Number 11 of 2016. In addition, to evaluate the control of space utilization in the Ciliwung River border. The results show that the utilization of the Ciliwung River border in Leuwimalang Village and Jogjogan Village is not in accordance with the regulations of the Bogor Regency RTRW spatial pattern plan. This is because in the last four years there has only been one enforcement action to date. The Bogor Regency Government has not continued efforts to control the spatial utilization of the Ciliwung River border area. Meanwhile, based on the results of the current analysis in Leuwimalang Village and Jogjogan Village there are still 15 buildings that are indicated to be in violation.
