Abstract

Agrarian Reform is a program aimed at reorganizing ownership and control of land in a fair manner in order to realize prosperity, one of which is through asset management. After implementing asset management, it is necessary to implement access reform related to the arrangement of supporting facilities and infrastructure, so as to enable the community to gain access to economic resources in rural areas consisting of agricultural facilities and infrastructure, business, production marketing, and business cooperatives. The access reform activities carried out in Jarum Village in this research are a follow-up to asset management activities, namely PTSL in 2019 and Prona in 2011. The aim of this research is to determine the implementation of access reform activities in Jarum Village and their impact on increasing community income. The method used in this research is a qualitative method with a descriptive approach. The results of this research show that the implementation of reform access activities by the Klaten District Land Office in Jarum Village was targeted at 100 heads of families who were then selected again based on potential beneficiaries in 2023 to 60 heads of families. The Klaten Regency Land Office is collaborating with related partners, namely the Food Security and Agriculture Service, the Small and Medium Enterprises Cooperatives and Trade Service, and the Industry and Manpower Service. The empowerment model used is Corporate Social Responsibility (CSR). Access reform activities, which have been implemented for three years, namely 2021, 2022 and 2023, have had an impact on the community in increasing their income. Market access for businesses in Jarum Village has become wider with online marketing training, resulting in an increase in community business income of up to 57%. Apart from that, the public is also given counseling regarding financial management so that they can manage their businesses well. Keywords: Welfare, Community Empowerment, Income
