Abstract
Village governments are essential for land administration and providing land-related services at the village level. However, these activities face numerous challenges, including such as damaged and outdated data, manual processes, limited resources and competencies, and a lack of standardized procedures. Several studies have shown that Geographic Information Systems (GIS) technology can improve land administration and optimize land-related services. In 2024, the "Merdeka Belajar Kampus Merdeka Sekolah Tinggi Pertanahan Nasional" (MBKM STPN) program developed a GIS application specifically for land administration in the Margoluwih Village Government. Despite its potential, the application has not been fully adopted by Margoluwih Village Government. To address this, the village has conducted an evaluation to guide further development. This study aims to refine the existing GIS application based on user needs and the Margoluwih Village Government's feedback. This research employs a Research and Development (R & D) using the System Development Life Cycle (SDLC) model. It involves two main phases: a preliminary study to identify user needs and a development phase to create the product. The research stages within the SDLC model are: a) evaluation and development feedback; b) user needs analysis; c) system design; d) application development; e) system testing; and f) user evaluation. Data analysis will utilize a combined qualitative and quantitative descriptive approach. The research yielded the following results: a) feedback from the Margoluwih Village Government indicated a preference for a user-friendly web-based GIS application; b) user needs were categorized into system users, functional and non-functional requirements, and interface needs; c) Unified Modeling Language (UML) diagrams, Data Flow Diagrams (DFD), and system architecture diagrams were used for system information design; d) the application was developed using open-source applications: Apache HTTP Server, QGIS Server, Lizmap Web Client, and PostgreSQL; e) black-box testing was employed, and the entire system passed successfully; f) user evaluation of the application, using the End User Computing Satisfaction (EUCS) model, yielded a "very satisfied" rating based on the evaluation questionnaire.
