Abstract

Agrarian Reform is a program that aims to reorganize the structure of land ownership in order to improve welfare and economic equity. This initiative is part of the National Strategic Program that responds to population density, poverty, and social inequality. Presidential Regulation No. 62 of 2023 regulates agrarian reform activities in two processes, structuring assets and structuring access, to realize an equitable economy. West Lombok Regency, especially Pusuk Lestari Village, was chosen as the location for post PTSL access arrangement in 2021 due to its natural resources potential, including palm sugar processing business. This study aims to analyze the impact of agrarian reform access arrangements on increasing community income in Pusuk Lestari Village, using qualitative methods with a descriptive approach. The results showed an increase in community income, although it has not reached half of the subjects intervened, some families have exceeded the West Lombok District Minimum Wage. The program also increased community knowledge, awareness, and culture, such as the importance of land rights certificates for legal certainty and business capital collateral, which encouraged business innovation and improved the quality and market reach of palm sugar products, becoming the hallmark of Pusuk Lestari Village. Supporting factors for the success of this program include community enthusiasm, land rights certificates, and collaboration between the government, community, and related institutions.
