Abstract

The journey of land registration in Indonesia has not always been smooth, even though it started in 1961 with the issuance of PP Number 10 of 1961. This was due to disputes, land conflicts and legal products in the form of certificates with administrative defects. Prof. Boedi Harsono explained that one typology of land disputes is related to land boundaries and area. Therefore, when issuing legal products in the form of certificates, the principle of accuracy and caution is required to avoid maladministration or administrative defects. The large number of applications for certificates whose submission area has different results than the size of the measurement results, has the potential to create land disputes. This article will explain the mechanism for handling certificate applications that have wide differences between the area of application and the area of measurement results. The research location is at the Blora Regency Land Office. Researchers used qualitative research methods with a descriptive approach to record the mechanisms that implemented at the Blora Regency Land Office. Data research was carried out using interviews and document studies. The results of this research illustrate that the Blora Regency Land Office uses a special mechanism involving the Control and Dispute Handling Section for certificate applications with a wide difference between the application area and the measurement results greater than 10%. The Dispute Control and Handling Section produces broad discrepancy analysis output based on the Site Inspection Minutes by the Dispute Control and Handling Section. The results of this analysis are used by the Survey and Mapping Section as a basis for following up on the request. In this research, it was revealed that the mechanism of the Blora Regency Land Office in handling certificate applications with wide differences is slightly different from the applicable regulations.
