Abstract

Indonesia's Natural Resources (SDA) wealth is very diverse, one of which is land which has an essential role in human life. Based on Article 33 Paragraph 3 of the 1945 Constitution of the Republic of Indonesia, the state has full rights to the control and utilization of the earth, water, and natural resources, including land, for the greatest possible prosperity of the people. The granting of land rights aims to realize the prosperity of the Indonesian people. However, in practice, many lands are abandoned by rights holders, especially by holders of Land Rights (HAT) or large-scale Land Tenure Basis (DPAT). Based on the performance report of the Directorate of Land Control, Control, Ownership, and Use in 2021, there are 2,669.1622 hectares of abandoned land in East Java Province. This problem requires a solution through the management of land indicated to be abandoned. The method used in this study is qualitative with a descriptive approach, therefore the purpose of this research is to find out the obstacles faced in the implementation of the land inventory indicated to be abandoned and evaluated in its implementation which is a process in soil management.The result of the study show that the implementation of the inventory by the Surabaya City Land Office II and the follow-up carried out by the Regional Office of the National Land Agency of East Java Province have been carried out in accordance with Government Regulation No. 20 of 2021 but still experience several obstacles faced in its implementation which can provide several solutions that can help.
