Abstract

with land tenure resolution issues and land tenure resolution mechanisms in forest areas based on Presidential Regulation Number 88 of 2017, and to examine. The research method used is a qualitative approach with in-depth interview techniques and document analysis. The results of the study indicate that there are several obstacles in the implementation of the Presidential Regulation, such as overlapping policies and lack of coordination between institutions. This finding emphasizes the importance of policy alignment and increased cooperation between institutions to resolve land tenure issues in forest areas. In addition, this study also revealed that most of the areas studied are protected forests and protected marine wildlife areas, which require special protection. This study contributes to further understanding of land tenure issues and provides recommendations for more effective policies.
