Abstract
Law of the Republic of Indonesia Number 24 of 2007 defines a disaster as an event that can threaten people's lives, whether caused by natural, non-natural, or human factors. One example is the fire that occurred at the Cianjur Regency Land Office 15 years ago, which resulted in the destruction of 157,807 land archive documents. The fire not only disrupted land services, but also caused the loss of proof of land ownership for certificate owners. Regulation of the Head of the National Land Agency (BPN) of the Republic of Indonesia Number 6 of 2010 regulates disaster management and the restoration of community rights to land assets. The government allocates funds from the State Revenue and Expenditure Budget (APBN) and implements the Complete Systematic Land Registration (PTSL) program to assist in data recovery, this process only reaches around 40% of the planned target. This study aims to analyze the progress in data recovery from 2009-2014 and 2014-2024 and find solutions to improve efficiency in the Cianjur Regency Land Office. The results of the study show that the main obstacles include a lack of human resources and adequate funds. In addition, suboptimal coordination between institutions is also a serious obstacle to the efficiency of the data recovery process.
