Abstract

Space, as a container and medium encompassing sea, air, land, and underground space, is a combined area that supports human life and other activities. With the limited availability of space and the increasing public awareness of the importance of spatial planning, it is necessary to implement spatial planning that is transparent, participatory, and effective to create a comfortable, safe, sustainable, and productive space. Government Regulation Number 21 of 2021 emphasizes the importance of controlling the use of space in accordance with the Spatial Plan and the Suitability of Space Utilization Activities to prevent negative impacts on the environment resulting from poorly managed space utilization. The aim of this research is to determine the suitability of space utilization, understand the process of regulation and the types of sanctions imposed, and identify the impacts that occur before and after the enforcement in the floating market area in Rowo Jombor Reservoir. This research employs a qualitative method with a spatial analysis approach to evaluate the implementation of space utilization regulation by the Directorate of Space Utilization Regulation and the Regional Government of Klaten Regency. The regulation of space utilization, including the imposition of administrative and criminal sanctions, is necessary to enforce rules and preserve the area's functional sustainability. This study focuses on violations of space utilization in the area around Rowo Jombor Reservoir, an ecotourism object in Krakitan Village, Bayat District, Klaten, Central Java. This area, which is included in the protected area according to Regional Regulation Number 10 of 2021 concerning the Spatial Plan of Klaten Regency for 2021-2041, has been used for constructing floating markets by the community, resulting in various space utilization issues. The study results indicate that the floating market structures in the Rowo Jombor Reservoir area are not in line with the Spatial Plan, the enforcement in this area involves imposing administrative sanctions and demolishing the floating market structures, and the demolition of these structures has impacted the surrounding community.
