Abstract

First-time land registration for land directly bordering to Village Land in Sleman Regency faces unique challenges due to the special status of Yogyakarta Special Region in land affairs. This complexity creates potential obstacles in the land registration process. Based on this, this research was conducted to analyze the implementation procedures of first-time land registration for land directly bordering to Village Land, and to identify the obstacles and efforts made in this process in Sleman Regency. This study uses a descriptive qualitative method with data collection techniques through in-depth interviews and document studies. Research informants include officials from the Sleman Regency Land Office, Sleman Regency Land and Spatial Planning Office, village officials, and affected communities. The results of this research show that procedures depend on conformity with village maps and the relationship between private land and Village Land, requiring specific requirements and supporting data. The Land Office coordinates with the Sleman Regency Land and Spatial Planning Office for related cases. Main obstacles include difficulties in location identification, lack of boundary agreements, overlapping ownership, lack of supporting evidence, limited resources and budget, and procedural complexity. Communities face obstacles such as lack of knowledge, differences in boundary designation, and lengthy certification processes. It was found that 74 out of 86 villages in Sleman experienced related issues, with a total of 570 identified cases. Efforts to overcome obstacles include improving interagency coordination, facilitating special case resolutions, community education, using technology for location identification, and increasing process transparency.
