Abstract

The increasing demand for land due to population growth and development has resulted in changes in land use. Effective spatial planning is essential to prevent discrepancies and support directed development. In reality, there are still many deviations or inconsistencies in land use compared to spatial planning, one of which is the Detailed Spatial Plan. (RDTR). The Mlati sub-district, located in the peri-urban area, is experiencing significant development, necessitating adjustments between land use and spatial planning. This research was conducted to identify the jhunsuitability between land use in 2023 and the Spatial Planning and Zoning Regulation (RDTR) in the Mlati District, to understand the factors influencing these unsuitability, as well as the impacts and solutions to address them. The method in this research is descriptive qualitative with spatial analysis. The analysis conducted involves overlaying land use maps with the Spatial Planning Regulation (RDTR) to determine the extent of unsuitability between land use and the RDTR, as well as the distribution of these unsuitability. The qualitative method in this research was conducted through interviews with informants and field observations. The results of this research indicate that the extent of land use unsuitability with the Spatial Planning and Zoning Regulation (RDTR) in this study location is 10.585 hectares or 0.371% of the total area of Mlati District, while the compliant area is 2,841.965 hectares or 99.629%. The highest discrepancy is found in Sendangadi Village, covering 3.477 hectares, and the smallest in Sumberadi Village, covering 0.004 hectares. Factors influencing the discrepancies include the demand for housing driven by the annual increase in population, economic conditions, and rapid investment. Another factor that influences the discrepancies is the low level of public knowledge about spatial planning and the non-compliance with laws regarding the applicable regulations. The mismatch between land use and the Spatial Planning Regulation (RDTR) will pose risks to the surrounding environment and ecosystem. Alternative solutions to address the impact include considerations related to environmental aspects in spatial planning, providing incentives for appropriate usage and sanctions for violators of spatial regulations, as well as raising awareness among the community regarding these matters.
