Abstract

The 2023 work plan of the Ministry of Environment and Forestry (KLHK) The Ministry of Environment and Forestry's 2023 work plan targets the realization of forest area release for TORA (Land for Agrarian Reform Objects) covering 126,268.63 hectares. This work plan aims to alleviate poverty through agrarian reform activities. Consequently, the PPTPKH (Settlement of Land Tenure in Forest Areas) program was implemented in Lamongan Regency in 2023. This implementation was driven by the fact that some forest areas had already been occupied by the community and used for non-forestry activities. This study was conducted to assess the implementation of forest area release policies under the PPTPKH program, to examine the factors influencing its implementation, and to evaluate the extent to which the program has adhered to the established guidelines. The research employed a qualitative method with a descriptive approach. Data collection was carried out through interviews, field observations, and document studies. The primary data was obtained through interviews and observations, while secondary data was gathered from literature reviews and documents. Primary data was collected through semi-structured interviews with predetermined informants, focusing on the implementation of the PPTPKH program, factors influencing its execution, and achievements and targets for evaluation. The study results indicate that the PPTPKH program has progressed to the verification and review stages by the Integrated Team. Supporting factors include positive responses and community participation, local government support, good coordination and teamwork, central government support, structured verification processes, and commitment and synergy among stakeholders. However, inhibiting factors include limited human resources, time constraints, budget limitations, and the applicants' lack of knowledge. The evaluation reveals that, although planning and implementation have generally adhered to the guidelines, obstacles such as incomplete documents, subject data, and other information persist.
