Abstract

In certifying land assets, one of the requirements is proof of acquisition of rights stating that the land for the road is indeed under the control of the Yogyakarta City Government. Evidence of this control comes from Mayor's Decree Number 71 of 2018 which stipulates that 490 road plots are in the name of the Yogyakarta City Government. However, based on initial data obtained by researchers, there are 523 road lots that are planned to be processed for certification. This amount does not correspond to the amount in the kepwal and has the possibility of being outside the kepwal. Using descriptive qualitative research methods, data collection techniques from case studies as secondary data and interviews with informants related to the research theme as primary data. This research is a follow-up to the problem formulation and aims to determine the progress of certification through the number of land assets for roads, along with problems and solutions in the process of certifying land assets for roads in the city of Yogyakarta. The results obtained are: (1) the process of certifying land assets for roads is based on the terms and procedures used by the Yogyakarta City Office, namely PerKBPN No. 1 of 2010 concerning Service Standards and Land Regulation; (2) the progress of certifying rights to land assets for roads in the City of Yogyakarta with a total of 523 road lands classified as city roads having been certified and around 339 other road lands still need to be certified by Dinpertaru in the following year; (3) there are four problems faced by Dinpertaru and Kantah Yogyakarta City in the process of certifying land assets for roads in Yogyakarta City; and (4) solutions to problems in this research were obtained based on information from interviews with informants and have provided solutions to the problems faced.
