Abstract
River border areas are part of the area that needs to be preserved as a protected area. According to Article 15 of Presidential Decree Number 32 of 1990 concerning Management of Protected Areas, protection of river borders is carried out to protect rivers from human activities that can disrupt and damage the quality of river water, the physical condition of the banks and riverbeds and secure river flows. However, there are still many river border management areas that are not per river border regulations. The researcher took the object of research in the Winongo River which is located in Tirtonirmolo Village. The purpose of this study is to explain the regulation and problems of river border management, the effectiveness of the implementation of river border regulations, and stakeholder interpretations in managing border areas. This study uses an empirical legal method. Data acquisition in this study was obtained through interviews, legal regulations, documents related to research, and other scientific works. The results of this study concluded that there are still river border areas that are not in accordance with their designation, the implementation of border area regulations has not been carried out effectively, and there is a gap between stakeholders in the implementation of river border area regulations.
