Abstract

Agrarian reform is a governmental initiative aimed at equitable land distribution and enhancing societal welfare, particularly for farmers. However, its implementation in various regions has not fully achieved the goal of improving welfare. This study analyzes the impact of agrarian reform on the economic structure and income of the community in Candi Village, Bandungan District, Semarang Regency. The focus is on changes in community income before and after asset and access arrangements, and the implications for the village's economic structure. This research employs a mixed-method approach with a sequential exploratory strategy, combining qualitative and quantitative methods. The location is Candi Village, Semarang Regency. The sample is determined using the Slovin formula. Data collection includes interviews, questionnaires, and observations. Qualitative data analysis uses the Miles and Huberman model, while quantitative analysis involves normality tests, paired sample t-tests, and coefficient of determination tests to evaluate the impact of agrarian reform. The results indicate a significant impact of agrarian reform on the economic structure of Candi Village, especially in Ngipik and Talun hamlets. Changes include a shift from laborers to independent farmers, decreased employment mobility outside the village, reduced dependence on agricultural labor, increased interest of younger generations in agriculture, and agricultural diversity creation. Statistical analysis shows a significant increase in average community income by 56%, from IDR 1.763.944.44 to IDR 2.751.370,37. The Paired T-Test confirms the statistical significance of this increase. Interviews with residents also indicate positive program impacts on income, although Darum hamlet was not significantly affected. These findings support the hypothesis that agrarian reform significantly impacts the economic structure and income of the Candi Village community.
