Abstract

The cross-sector land registration program is a collaborative program between the National Land Agency and other agencies/sectors, such as the Office of Cooperatives and Small and Medium Enterprises, the Office of Agriculture, and the Office of Marine Affairs and Fisheries whose subjects are only aimed at MSMEs, farmers, capture fishermen and fish farmers who do not yet have land certificates. Kalitengah Village is one of the villages where MSMEs participated in the cross-sector land registration program in Cirebon District in 2019 and 2021. However, the utilization of land certificates resulting from the cross-sectoral land registration has not been maximized. Therefore, this study was conducted to find out how land certificates resulting from the cross-sectoral land registration program are used; the supporting and inhibiting factors in using land certificates resulting from the program for access to capital; and the use of land certificates in increasing business capital and income for Kalitengah village MSMEs. This research uses a qualitative research method with a descriptive approach. As for the technique of taking research informants using purposive sampling. The data used in this research are primary data obtained through interviews and secondary data obtained through document studies. The research data were then analyzed using the Miles and Huberman theory, namely by reducing data, presenting data, and drawing conclusions. The results obtained in this study are that the cross-sector land registration program provides benefits for Kalitengah Village MSME actors to feel calmer and safer, have a handle if they need additional capital, businesses are more developed, and living costs are lighter. Supporting factors for the use of land certificates resulting from the program as access to bank capital are the need for additional capital, the ease of applying for a loan and the cost of personal needs. Contributing factors that have not yet made use of the land certificates are the lack of need for additional capital, fear of not being able to pay installments, and lack of understanding of loan application procedures. The utilization of land certificates as a result of the intersectoral land registration program can increase business capital by between Rp.1,000,000 and Rp.39,000,000 per month, while the increase in net income is between Rp.1,000,000 and Rp.19,500,000 per month.
