Abstract

Regional assets constitute fundamental economic potential and are an important resource in the administration of regional government. Regional governments have a big responsibility to manage their own territories. Securing State/Regional Property requires an administration system that is able to provide effective influence over these assets. Problems with land assets are generally seen from security, namely that a lot of government land has not been certified. The research aims to determine the existing condition of land assets, securing land assets that have not been certified in administrative, physical and legal aspects, obstacles to securing land assets that have not been certified as well as solutions and efforts to secure land assets at the Regional Financial Agency of North Kayong Regency. This research uses qualitative research methods with a descriptive approach. The results of this research show that the land assets of the North Kayong Regency regional government total 1105 with 653 certified and 452 uncertified, with existing conditions around the assets in the form of market or service trade areas and residential areas. The security of the North Kayong Regency Regional Government's land assets has been implemented well, but there are still several obstacles in implementing the security. The conclusion is that the implementation of security for uncertified land assets carried out by BKD includes administrative security, physical security and legal security. Obstacles in securing land assets include limited human resources, ownership signs, boundary markers and guardrails that have not yet been installed, and there are land assets that are claimed by other parties and are overlapping. The efforts made are routine inventory activities, conducting field reviews and carrying out safeguards and collecting proof of ownership to fulfill certification requirements.
