Abstract

Agrarian Reform represents the presence of the state amidst society to enhance community welfare. However, its implementation has not yet achieved its intended goals. Various factors influence the success or failure of agrarian reform programs. Therefore, it is necessary to evaluate agrarian reform access management activities to serve as a reference for future implementations and ensure that the objectives of agrarian reform are achieved, ultimately providing welfare benefits to the community. Kedaton Timur Village, Kedaton Peninjauan Raya District, Ogan Komering Ulu Regency were designated as the location for Agrarian Reform Access Management activities by the Ogan Komering Ulu Land Office in 2021, following the land asset management activities through PTSL in 2018. The research on Agrarian Reform Access Management to Empower Communities in Kedaton Timur Village, Kedaton Peninjauan Raya District, Ogan Komering Ulu Regency was conducted to understand the mechanisms of agrarian reform access management in Kedaton Timur Village, identify the obstacles faced during the implementation, and determine the impact of agrarian reform access management on community empowerment in Kedaton Timur Village, Kedaton Peninjauan Raya District, Ogan Komering Ulu Regency. This research uses a qualitative method with a descriptive approach. The results show that the implementation of agrarian reform access management has been carried out according to technical guidelines despite various obstacles such as a lack of coordination and communication between stakeholders and the GTRA team, as well as a lack of community enthusiasm. However, the access management has given a positive impact on the empowerment of Kedaton Timur Village’s community, one of which is through beef cattle farming as an alternative livelihood for the community.
