Abstract

Changes in land use from agriculture to settlements trigger different needs. Regulation of the Minister of ATR/Head of BPN No. 14 of 2022 requires 30% of urban areas as Green Open Space. Procurement of RTHP is important for environmental sustainability and public welfare in the City of Yogyakarta. The objectives of this study were to determine: a) the distribution and area of land acquisition for RTHP in the City of Yogyakarta; b) the implementation of land acquisition for RTHP in the City of Yogyakarta; and c) obstacles and solutions in the implementation of land acquisition for RTHP in the City of Yogyakarta. The method used in this study is a qualitative method with a descriptive approach and spatial analysis. The results of the study show that: a) Land acquisition for RTHP in the City of Yogyakarta was carried out in 59 locations from 2013 to 2023; b) The total addition of RTHP area during that period reached 30,016 m², but still does not meet the established standards; c) The evaluation results show that the implementation of land acquisition has been in accordance with the provisions, but there is still a need for improved socialization and long-term maintenance; d) Obstacles faced include difficulties in land measurement, slow procurement processes, and budget limitations; and e) Solutions that can be implemented include improving coordination, efficiency of budget planning, utilization of technology, education, and field supervision.
