Abstract

This research examines the implementation of land acquisition for the construction of Siboru Airport in Siboru Village, Fakfak Regency, West Papua, and its impact on the lives of the local community. This research uses a descriptive qualitative approach with data collection methods through interviews, observation, and document study. The research results show that the land acquisition process is generally run by applicable laws and regulations, but there are still obstacles to its implementation. Obstacles found included the land certification process not yet being completed due to several incomplete documents and complaints from the public regarding an area of 2,419 hectares that had not received compensation payments. This research also found that the construction of Siboru Airport has impacted people's lives, although not evenly distributed at all levels. The people of Siboru Village who received compensation for their land, mostly still rely on nutmeg plantations as their main source of livelihood. This shows that significant economic changes have not occurred. On the other hand, certain groups of people, such as airport taxi drivers, have felt a positive impact. They benefit from higher rates for the route to Siboru Airport than the route to Torea Airport (the old airport). Apart from the economic aspect, society in general has enjoyed improvements in the quality of infrastructure. This includes improvements to roads and other facilities related to airport construction. This research suggests that local governments should take strategic steps to support communities affected by development. The main focus of these steps is to organize intensive and comprehensive outreach programs, implement planned and sustainable community empowerment initiatives, and provide training and assistance in financial management.
