Abstract

The Magelang City land office has implemented the PTKL program since 2023 but until now it has not become a complete city. Research was carried out to find out why Magelang City is not yet a complete city, what is the quality of the data, what are the obstacles and what solutions have been adopted. This research uses a descriptive method with a qualitative approach. Data collection was carried out by interviewing informants selected purposively and document study. Data analysis uses descriptive qualitative analysis methods by making descriptions based on primary and secondary data. The results of this research are that Magelang City land office has not been able to create a complete city because all sub-districts in Magelang City have not met the requirements to be declared as complete sub-districts. 6 sub-districts have met the requirements for validated NIB ≥95% and validated BT ≥98% but the land plots have not been 100% mapped. Of the 39,848 certificates in Magelang City, 97.12 percent have been mapped while the rest have not been mapped. The obstacles faced are the insufficient quantity of human resources, several infrastructure facilities that are lacking, several measuring instruments that are damaged, the DIPA budget that has not been completed, technical guidelines that are still too general and lacking in detail, and old land plots that are difficult to map. The solution is to use outside assistance, add missing infrastructure, service damaged measuring instruments, coordinate with the regional office regarding budgets and technical guidelines, and coordinate with village officials to map land plots.
