Abstract
The Yogyakarta-Bawen Toll Road is one of the infrastructure developments in the National Strategic Project (NSP). The Environmental and Social Framework as an international standard related to land acquisition for the public interest explains that land acquisition related to development projects causes physical displacement and economic displacement (loss of land, assets, or access to assets, resulting in loss of income or livelihoods). Land acquisition for development both in national regulations and international principles aims to improve the quality of life of the community sustainably in the economic, social, and cultural aspects. Parties that require land must provide compensation for the eligible persons that can help improve or restore their livelihoods. This research aims to determine the utilization of compensation money, changes in livelihood assets, and livelihood strategies of the eligible persons after land acquisition for the Yogyakarta-Bawen Toll Road in Tambakrejo Village. The method used in this research is mixed methods with an explanatory approach. The quantitative method was conducted by surveying 37 respondents using a questionnaire which was then analyzed using sustainable livelihood analysis. Meanwhile, the qualitative method is done through document studies and interviews with the eligible persons and Tambakrejo Village officials. The results showed that the eligible persons prefer to utilize the compensation money for productive purposes rather than consumptive purposes. The toll road land acquisition has resulted in changes in the condition of livelihood assets, including a decrease in natural assets, while financial assets and physical assets have increased. There have been no changes in human assets and social assets. After the changes in livelihood assets, most eligible persons carry out consolidation strategies by optimizing crop yields, saving, and increasing assets.
