Abstract

Land data quality improvement activities are activities to improve land data and increase the accuracy of land information. Based on the Circular of the Directorate General of Land and Spatial Surveying and Mapping of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency number 3/SE-300.UK.01.01/VI/2023 regarding the implementation of the Block Adjustment, directions are given to improve the quality of land data as a whole on a block basis. either using the Block Adjustment method or other methods. Block Adjustment is a method of arranging land parcels resulting from previous measurement activities into one rigid land parcel map using a Transformation mechanism. The purpose of this research is to find out how accurate the land parcel maps resulting from Block Adjustment are and to determine the level of effectiveness of the Block Adjustment method in efforts to validate land parcels. In this research, the comparative method was used with 60 samples of land plots divided into two regional blocks including 30 land plots in residential areas and 30 land plots in agricultural areas. On each block of land, a Block Adjustment process is carried out using the PEREKAT plugin. After the Block Adjustment process is carried out, an analysis of the planimetric accuracy of the map is carried out, a comparison of the lateral coordinates and the effectiveness of the Block Adjustment results with reference data from measurements using a GNSS receiver measuring instrument. Based on the research results, it can be seen that the accuracy of Block Adjustment in residential areas is higher than the accuracy of Block Adjustment in agricultural areas. In residential areas, an accuracy value of 0.494 was obtained, while in agricultural areas an RMSEr value was obtained of 1.260. The factors that influence the level of accuracy of the Block Adjustment results are the number and position of control points and the accuracy of the initial data used. In areas that have low initial data accuracy, the resulting lateral difference values are greater than areas that have better initial data accuracy. Meanwhile, in terms of effectiveness, the Block Adjustment method is able to eliminate gaps and overlaps that exist in the initial data. The conformity of the area resulting from the Block Adjustment process when compared with the area in the Letter of Measurement reached more than 80%.
