Abstract

Agricultural land consolidation is the rearrangement of the control, ownership, use, and utilization of agricultural land to make it more organized and efficient, complemented by the provision of land for road infrastructure, irrigation channels, and other public facilities that are adjusted to the local spatial plan. Agricultural land consolidation is considered as one of the strategic steps in realizing effective spatial utilization since several agricultural areas in Indonesia do not have an effective unit area and appropriate infrastructure. This research was conducted to explain the implementation of agricultural land consolidation in Triharjo Village, post-consolidation agriculture, and the achievement of the minimum area of agricultural land after land consolidation. This research used an exploratory sequential mixed method with data collected from observations, interviews, document studies, and surveys using questionnaires. Data analysis was carried out using the qualitative analysis of the Miles and Hubermen model and quantitative analysis by analyzing farm income, return cost ratio, and calculation of the minimum area of agricultural land to fulfill the Decent Living Needs (KHL) standard. Agricultural land consolidation in Triharjo Village involved planning activities in 2019 and implementation in 2020. Generally, the implementation of land consolidation in this location has been in alignment with the current regulations, except for the establishment of a team for planning activities and the preparation of the design and action plan for land consolidation. Through agricultural land consolidation, the shape of agricultural land parcels became more efficient to manage and is aligned with the land ownership documents owned by the community. In addition, there is additional infrastructure in the form of farm roads and irrigation although there has been no physical development. After the implementation of land consolidation, in terms of R/C ratio, all farming activities are profitable, although the income received by farmers is very small, ranging from IDR 279.772 to IDR 4.843.388 per year. From the calculation results, the average minimum area of agricultural land to fulfill the KHL standard in this location is 0.742 hectares. Unfortunately, after the implementation of agricultural land consolidation, the land managed by farmers has not yet reached this minimum area.
