Abstract

The development of beach tourism objects in Gunungkidul Regency has the potential to damage the environment so that it requires control of spatial utilization to be in accordance with the spatial plan. The Glass Terrace Tourism Object built in 2018 is one of the attractions in Gunungkidul Regency that violates the spatial plan by carrying out physical development activities in the coastal border zone. There should be efforts to curb this violation, but until now there has been no sanction given for this violation. Therefore, this research was conducted to find out how the implementation of control and control efforts in this tourist attraction as well as the supporting and inhibiting factors in its implementation. This research uses qualitative methods with descriptive analysis and analysis of Strenghts, Weakness, Opportunity, and Threats to formulate strategies. The data used in this research consists of primary data, namely the results of interviews regarding its implementation and observations regarding its space utilization. In addition, secondary data collection was also carried out in the form of documents, literature, and regulations as supporting data. The result of this research shows that the instruments that have been implemented are zoning regulations and licensing. Meanwhile, instruments regarding incentives and disincentives, KKPR assessment and MSE statement, RTR realization assessment, sanctions, and dispute resolution have not been implemented. Supporting factors in its implementation are that there are several regulations used as the implementation of spatial utilization control and the enthusiasm of control implementers is quite high. The inhibiting factors in its implementation are the limited budget and human resources owned and the regulations are not yet operational. Efforts to control the spatial utilization of the Teras Kaca Tourism Object have not been implemented optimally so that a strategy is needed so that this policy can continue to be implemented. Strategies as an alternative to solving the implementation can be done by formulating regulations, adding human resources, allocating the APBD budget, and formulating sanctions for space utilization control implementers who do not complete work according to laws and regulations.
