Abstract

Although electronic certificates have been officially implemented, their application is carried out gradually. To make a Land Office implement electronic certificates, readiness from various factors is required. This research aims to determine the readiness of the Purbalingga Regency Land Office in implementing electronic certificates, viewed from the 5M management elements (man, money, machine, material, and methods), as well as to identify the obstacles and solutions encountered so that the implementation of electronic certificates can be realized. The research method used in this study is a qualitative method with a descriptive approach. The results of this study indicate that the readiness of the Purbalingga Regency Land Office for the implementation of electronic certificates includes: the aspects of human resources, facilities and infrastructure, and policies are considered quite ready, but the aspects of budget and digital land data are considered not ready. The obstacles encountered in realizing the implementation of electronic certificates include: 1) Diversity of Valid Data Quality; 2) Availability of Digital Land Documents/Archives; 3) Availability of Ready Electronic Data; 4) Availability and Understanding of Employees; and 5) Budget and facilities and infrastructure. Then, the solutions to the obstacles encountered include: 1) Improvement of Valid Data Quality; 2) Acceleration of Digitalization of Land Documents/Archives; 3) Acceleration of Pre SU-el and Pre BT-el Validation; 4) Improvement and Management of Human Resources; and 5) Optimization of Budget and Facilities and Infrastructure.
