Abstract

This study focuses on the optimization of land service innovation to increase non-tax state revenue (PNBP), with a case study at the Land Office of Karawang Regency. The background of this research is the importance of the role of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) in providing effective and efficient land services. Service innovation is key to addressing various challenges and meeting the increasingly complex needs of society. This study aims to evaluate and identify the potential and obstacles in the implementation of the Semprong Klari service innovation at the Land Office of Karawang Regency. The research method used is a qualitative method with a case study approach. Data were collected through interviews, observations, and related document studies. The results of the study indicate that the Semprong Klari service innovation has great potential in improving the efficiency and effectiveness of land services. This innovation is capable of accelerating the land registration process and significantly increasing non-tax state revenue. However, there are several obstacles in its implementation, including a lack of skilled human resources, budget constraints, and resistance to change. The conclusion of this study is that the optimization of Semprong Klari service innovation can improve the quality of land services and non-tax state revenue in Karawang Regency. This study suggests that the ATR/BPN Ministry provides more support in the form of training, increased budget, and change management strategies to overcome existing obstacles.
