Abstract

The Special Region of Yogyakarta as one of the regions that has privileges in carrying out its government is regulated through a separate law. In August 2012, the sixth President of Indonesia, Susilo Bambang Yudhoyono, closed the polemic on the status of the Special Region of the Yogyakarta Special Region by signing Law no. 13 of 2012 concerning the Specialties of the Special Region of Yogyakarta. These privileges are based on the history and origins of Yogyakarta. These Special Authorities include: a) procedures for filling the positions, positions, duties and authority of the Governor and Deputy Governor, b) D.I. Regional Government institutions. Yogyakarta, c) culture, d) land, and e) spatial planning. (Achmad Nurmadi, et al 2016). So implementing regulations were made, namely DIY Gubernatorial Regulation No. 33 of 2017 concerning Procedures for Management and Utilization of Sultanate and Duchy Land. This research aims to determine the implementation of these regulations with a focus on the administration of Sultan Ground land and finding problems/solutions in Gunungkidul Regency. This research uses a descriptive qualitative research method with a descriptive approach method. The result is that the implementation of administration specifically in Gunungkidul Regency involves teams as stated in the "Decree of the Regent of Gunungkidul Regency No. 36/KPTS/TIM/2024 concerning the Implementation Team for Land Administration Activities in Gunungkidul Regency". Then the implementation stages have been stated as in the existing implementing regulations. The problem found in general is coordination/communication, meaning that improving this needs to be emphasized as a solution and evaluation to improve future activities.
