Abstract

The technological advancements in the era of the Fourth Industrial Revolution have driven the government sector to adopt electronic services, including land services by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). This study evaluates the readiness of electronic services at the Pekanbaru Land Office, focusing on the quantity and quality of electronic data, service effectiveness, encountered challenges, and implemented solutions. The study reveals that although electronic services are operational, significant challenges remain. The primary issues include suboptimal data validity, with approximately 44.72% of land parcels yet to be validated, and infrastructure problems such as network disruptions and server overload. Additionally, the low competence and motivation of employees present further challenges in implementing electronic services. To address these issues, the Pekanbaru Land Office has implemented continuous data validation policies and plans for employee training and socialization to enhance competence and motivation. Recommendations for further improvement include accelerating the quantity and quality of electronic data and strengthening employee competence through more intensive training and socialization.
