Abstract

Complete Systematic Land Registration (PTSL) aims to provide legal certainty and legal protection to rights holders of a plot of land, apartment units and other registered rights, so that they can easily prove themselves as the rights holders concerned which is carried out for the first time which is carried out simultaneously for all land registration objects throughout the territory of the Republic of Indonesia. The method chosen for this study is a qualitative method with a purposive approach. In this study, the researcher used a qualitative research method. According to Sugiyono (2017:213), qualitative research can be used to research problems that are temporary in nature, and will develop after a researcher has started to go into the field to conduct research. The qualitative research method is an appropriate research method because the research to be studied is a discussion that will change and develop at any time according to the existing social situation. The approach chosen by the researcher is a purposive sampling approach, where the sample is selected based on the criteria that Benawai Agung Village is in the center of government and Teluk Batang Selatan Village is far from the center of government and aims to see the problems that occur. The implementation of Complete Systematic Land Registration in 2023 at the Kayong Utara District Land Office has problems such as entering national park areas, transmigration areas and peat areas so that there is a change in land allocation. Administrative problems, infrastructure and lack of human resources are problematic in the implementation of PTSL. Keywords: Complete Systematic Land Registration (PTSL), Progress and Problems
