Abstract

The government's efforts to protect land ownership gave birth to Law no. 5 of 1960 concerning Basic Agrarian Principles (UUPA) which mandates land registration. Then to support this regulation, the government issued Government Regulation Number 24 of 1997 concerning Land Registration. In this regulation it is explained that Land Registration is divided into two, namely Systematic and Sporadic Land Registration. An example of systematic land registration is Complete Systematic Land Registration (PTSL). PTSL products are Cluster 1 (K1), Cluster 2 (K2), Cluster 3 (K3), and Cluster 4 (K4). Cluster 3 (K3) is divided into four, namely Cluster 3.1 (K3.1), Cluster 3.2 (k3.2), Cluster 3.3 (K3.3) and Cluster 3.4 (K3.4). The aim of this research is to determine the characteristics of Cluster 3 (K3), the distribution and factors causing the occurrence of Cluster 3 (K3) as well as to determine the resolution efforts, obstacles and solutions for resolving Cluster 3 (K3). This research uses a qualitative method with a descriptive approach, which aims to describe, depict, explain, explain and answer in more detail the problems to be studied by studying as closely as possible an individual, a group or an event. The data collection method uses interviews, observation and document study and uses Data Collection techniques (data collection) Data Reduction (data reduction) Data Display (data presentation) Conclusion Drawing/Verification (drawing conclusions and verification) as data analysis techniques. At the Tojo Una-Una Regency Land Office, the characteristics of Cluster 3 (K3) that emerged were Cluster 3.1 (K3.1) and Cluster 3.3 (K3.3). Cluster 3.1 (K3.1) is caused by (1) internal factors caused by a lack of SHAT budget, (2) external factors caused by a lack of files collected by the community and not making a BPHTB/PPh statement due. Cluster 3.3 (K3.3) is caused by (1) internal factors due to directions from superiors to speed up the absorption of the measurement budget, (2) external factors due to unclear land ownership. The completion of Cluster 3 (K3) is carried out using the APBN mechanism, namely by re-designating villages with Cluster 3 to become PTSL villages again. The obstacles in completing Cluster 3 (K3) are budget, human resources and tools and community participation. The solution taken is to prioritize the budget for completing Cluster 3 (K3), preparing special tools and human resources for completing Cluster 3 (K3) as well as collaborating with village officials and preparing officers from the same village to increase community participation.
