Abstract

Law No. 26 of 2007 on Spatial Planning establishes that space comprises land, sea, air, and subsoil as a unified territory filled with various uses. Changes in land use, driven by population growth and new development, are inevitable and require appropriate decision-making guidelines. The Spatial Planning Map (RTRW) is hierarchically structured to regulate land use and utilization, but discrepancies between existing land use and RTRW directives often occur. This study, utilizing a mixed-method approach with a concurrent triangulation design, evaluates the alignment of land use with the RTRW of Pekanbaru City for 2020-2040. Findings reveal that out of 217 sample polygons, 88.5% conform to the RTRW, while 11.5% show discrepancies, particularly in areas designated for green space, riverbanks, and trade zones, which are used for housing and plantations. Land cover changes from 2018 to 2023 indicate a 14.73% increase in built-up areas, reflecting a misalignment between existing conditions and RTRW directives. Key factors influencing land use change include rapid population growth, expanding economic activities, inconsistent government policies, and rapid urbanization. Recommendations include stricter enforcement and monitoring of RTRW, responsive planning to needs, sustainable infrastructure development, increased public awareness, and inter-sectoral collaboration to ensure improved spatial planning and implementation.
