Abstract
In accordance with the Presidential Law of the Republic of Indonesia Number 62 of 2023 concerning Agrarian Reform, it reflects the government's commitment to improve community welfare by improving land ownership. Structuring access based on regional potential is a strategic effort to improve community welfare. Asset management is to reduce inequality in ownership and control of land with the intention of creating justice, as well as handling disputes and conflictsand analyze the impact of access arrangements based on regional potential. Meanwhile, access management is to create agrarian community prosperity and welfare through the reduction of land ownership, control, and utilization. This research aims to identify the potential of natural and economic resources in the region and analyze the impact of access arrangements based on regional potential.
