Abstract

The global food crisis is a crucial issue that affects various aspects oflife, especially in developing countries such as Indonesia. With a growing population, the challenge of meeting food needs is growing, while productiveagricultural land continues to be converted into non-agricultural land. The government's efforts to overcome these problems by stipulating Presidential Regulation Number 59 of 2019 concerning Control of Paddy Field Conversion. Then the realization of the policy is in the form of Decree of the Minister of ATR /Ka BPN No. 1589 / SKHK.02.01 / XII / 2021 concerning the Determination of Protected Paddy Fields. The purpose of this analysis is to determine the conformitybetween Protected Paddy Fields (LSD) and the Spatial Pattern of the Regional Spatial Plan (RTRW) in Pati Regency, Central Java, by highlighting the impact of the mismatch. The research method used was mixed methods involving spatial analysis, interviews, document studies, and field observations. The results showed that out of a total of 58,814.66 hectares of LSD, 47,367.36 hectares were in accordance with the RTRW, while 11,447.3 hectares were not. After actual verification, the area of suitable land was reduced to 44,880.13 hectares, and the area of non-conforming land was reduced to 9,583.67 hectares. Theimpacts of LSDnon-conformity to the RTRWin Pati District include reduced productive land for food production, uncertainty over land use, and reduced LSD area. This study recommends the evaluation and review of LSDs to ensure conformity with the RTRW spatial pattern. These findings are important to support the preparation of the LP2BMap and the revision of the RTRW of Pati District.
