Abstract

Human life today is closely intertwined with food resilience issues, a fundamental human necessity. Despite governmental policies aimed at safeguarding agricultural lands, indications of inconsistency persist. This study was aims to investigated the discrepancy between LSD and LP2B to RTRW, along with its impacts and proposed solutions. The study was employed a mixed-method. approach.Findings reveal that LSD with spatial planning guidelines constitute 50.97%, whereas non-compliant LSD comprise 49.03%. Meanwhile, LP2B conforming to spatial planning guidelines covers 72.24%, with non-compliant LP2B accounting for 27.76%. The impacts of this inconsistency include delayed issuance of land use permits, hindered land conversion control, reduced agricultural productivity and rice harvests, as well as impeded investment and development activities. Proposed solutions include community facilitation on spatial information, application for land release from LSD, identification of misaligned lands within LSD for food resilience preservation, comprehensive verification of all non-compliant LSD, and revision of outdated RTRW.
