Abstract

Based on Law Number 26/2007 on Spatial Planning, the city area must contain a plan for the provision and utilization of green open space with a minimum area of utilization of green open space with a minimum area of 30% of the city area. The law explains that the area of green space is allocated 10% for private green space and the other 20% for public green space. In this case, Yogyakarta City is also obliged to provide public green space by using land owned by the city government. In August 2023, it was recorded that the total area of public green space in the city of Yogyakarta is around 8.15%, while the total area of private green space is around 15%. The limited land in the city of Yogyakarta is one of the reasons why the percentage of public green space has not been fulfilled. The Yogyakarta City Government is making fulfillment efforts by procuring land for green spaces. Based on the background of this research aims to find out (1) how the transfer of land rights for Kepuh Public Green Space (2) How the development of Kepuh Public Green Space (3) how is the management and impact of Kepuh Public Green Space on the environment and the impact of Kepuh Public Green Space on the community. The research method used is a qualitative research method with a descriptive approach to find out the transfer of land rights, the mechanism of development and management and the impact of the Kepuh Public Green Space on the surrounding community. The results of this study found that the acquisition of land rights for the Kepuh Public Green Space was carried out through land acquisition. Before the procurement was carried out, the community submitted a proposal for the establishment of RTH Publik Kepuh in Kepuh Village, Klitren Sub-district. For the construction of Kepuh Public Green Space, it is the responsibility of DLH Yogyakarta with the source of APBD costs. The positive impact of the Kepuh Public Green Space is able to become an air filter, improve aesthetics, and as a place to play. The negative impact is used as a place to burn garbage by the local community. Keyword: Transfer of Land Rights, Development, Impact
