Abstract

Unequal access to agrarian resources between generations is common in the most private sphere, namely rural families based on agriculture. This leads to the problem of agricultural gerontocracy. Furthermore, the problem of agricultural gerontocracy results in problems of farmer regenration. Therefore, agrarian policy through the Agrarian Reform Access Arrangement or Agrarian Reform Access Handling (PARA) program can be a strategic program that has the opportunity to accommodate the needs of the younger generation in the agricultural sector. The research method used is qualitative through a life history approach with data obtained from interviews, informant biographies, secondary studies, and field observations. The data analysis technique in this research uses analysis according to Miles and Huberman, namely data reduction, data presentation and conclusion drawing, besides using the Fault Tree Analysis technique. Regarding the history of the implementation of the PARA program in Hargorejo Village, its implementation was only carried out in 2021 and 2023 through the technical guidance scheme that applies in each year, the activities that were held could not be said to be successful because they were only filled with socialization without any technical implementation and without the involvement of the younger generation, so they did not support the resolution of the agricultural gerontocracy problem. The problem of agricultural gerontocracy is also present in the pattern of land ownership, which is still dominated by the older generation, making it difficult for children as the younger generation to access agrarian resources in the form of land. Land can be accessed by the younger generation when there is a process of transferring land rights in the form of inheritance. Transfer of control by the younger generation is only in the form of profit-sharing land (kedokan), namely cooperation between old penderes farmers and young penderes farmers in managing and utilizing plantation land owned by old penderes farmers as the older generation. Decision-making is dominated by the older generation, while the younger generation can make decisions through the profit-sharing system. Agrarian policy through the PARA program has not accommodated agrarian issues in the village with the lack of youth involvement both written in the policy and implementation in the field. The obstacles to PARA's contribution in involving the younger generation are attitudes, perceptions, education levels, parental support, work safety, and the absence of youth data in Hargorejo Village.
