Abstract

According to Presidential Decree Number 109 of 2020 concerning the Acceleration of the Implementation of National Strategic Projects, the President has determined 201 projects and 10 National Strategic Project programs, one of which is the Padang - Pekanbaru Toll Road Land Acquisition project connecting West Sumatra Province with Riau Province. The Padang - Pekanbaru Toll Road consists of five sections, one of which is the Padang - Sicincin Toll Road section which from 2018 until now has not been operational. The Padang - Sicincin Toll Road has gone through two location determinations, the determination of the 4.2 km Trase I location and the determination of the 32.4 km Trase II location. The research method used is the juridical - empirical research method. Where in this study juridical is a norm (das sollen) and empirical is a social and cultural reality (das sein). The informant selection technique for this study used the purposive sampling technique where the data taken was in the form of primary data and secondary data. The research data were analyzed based on data analysis techniques according to Miles and Huberman. The results of this study are that the Land Acquisition mechanism for the Padang - Sicincin Trase I Toll Road refers to Law Number 2 of 2012 and the Padang - Sicincin Trase II Toll Road refers to Law Number 2 of 2012, followed by Government Regulation Number 19 of 2021, to Government Regulation Number 39 of 2023. Where the progress of the land acquisition still has 118 plots that have not been paid for on Trase I, and 72 plots that have not been released on Trase II. The most crucial problems are the inconsistency of the contents of the DPPT, the uneven distribution of socialization, and the community rejecting the compensation value.
