Abstract

Supervision and control over land control by foreign nationals (WNA) in Ped Village, Nusa Penida District, Klungkung Regency is based on the regulations of Law of the Republic of Indonesia Number 1 of 2014 concerning amendments to Law of the Republic of Indonesia Number 27 of 2007 concerning Management of Coastal Areas and Small Islands states that the management of coastal areas and small islands is a coordination of planning, utilization, supervision and control of coastal and small island resources carried out by the Government and Regional Government, between sectors, between land and sea ecosystems, as well as between science and technology. and management to improve people's welfare. The main focus of this research is to analyze how the implementation of land supervision and control is carried out by the WP3K Sub-Directorate and its effectiveness in handling land control by foreigners using rental agreements, which is often a sensitive and controversial issue. This research uses a qualitative approach with a case study method, which involves collecting data through interviews and document analysis. The research results show that supervision and control over land control by foreigners in Ped Village is carried out through several channels, including government regulations, monitoring by related agencies, as well as the active role of local communities. However, research also identifies a number of challenges in implementing supervision, such as a lack of resources, lack of coordination between institutions, and obstacles in law enforcement. Some of the proposed solutions include increasing the capacity of supervisory institutions, strengthening coordination between agencies, and increasing legal awareness among the public. Overall, this research concludes that although there are significant efforts in supervision and control, there is a need to reform and improve the system to ensure that land control by foreigners can be managed effectively and in accordance with applicable regulations.
