Abstract

ATR/KBPN Ministerial Decree No. 1589/SK-HK.02.01/XII/2021, which contains a map of protected paddy fields in several areas causing various problems. The map of Protected Paddy Fields that has been determined is not in line with the original conditions and is also not in accordance with the allocation zones for paddy fields as described in the RDTR Spatial Pattern. This research aims to: (1) see the suitability of Protected Paddy Fields (LSD) with the East Sleman Detailed Spatial Plan (RDTR); (2) analyze the impact of the discrepancy between LSD and RDTR on development permits in East Sleman. This research uses a qualitative method with a descriptive approach to describe the observed phenomena carefully, specifically analyzing the discrepancy between LSD and RDTR and its implications for development permits. Data was collected directly from participants to understand the context and complexity of the phenomenon. Qualitative methodology allows researchers to investigate stakeholders' understandings, viewpoints, and encounters regarding the subject being researched. This research only focuses on the East Sleman area, while describing the problems and strategies for implementing the LSD Policy uses the scope of Sleman Regency. Based on the research that has been carried out, the results of the research are: (1) it was found that LSD covering an area of 707 hectares was not in accordance with the East Sleman RDTR. The distribution of nonconformities occurs in every Kapanewon in the East Sleman area, with the most discrepancies being in Kapanewon Kalasan covering an area of 250 Ha, and the least discrepancies being in Kapanewon Prambanan covering an area of 133 Ha. Meanwhile, based on spatial pattern directions, the most nonconformities are found in the "category" Medium Density Housing”; (2) The occurrence of this discrepancy has an impact on the development permit process being hampered or the development permit not being issued; (3) Efforts made to resolve the problem of incompatibility between LSD and RDTR are carrying out actual verification, submitting requests for LSD release, outreach to the public about LSD and Spatial Planning, displaying LSD Maps and RDTR Maps at each Kapanewon, as well as providing sanctions to parties who commit a violation.
