Abstract

The need for land drives the conversion of agricultural land from its original agricultural use to non-agricultural use, both for business activities and residences. This conversion becomes a problem when carried out on agricultural land with high productivity which can reduce food production. The regulation on land conversion set by the government, namely Sustainable Food Crop Land, has not been effective in maintaining agricultural land, therefore the central government issued a regulation on Protected Rice Field. The Protected Rice Field that has been set in practice experiences various inconsistencies with the regional spatial plan which has an impact on the licensing process. This study aims to determine how the Protected Rice Field is in accordance with the Mojokerto Regency spatial plan, its distribution, its impact on licensing, and efforts to resolve the inconsistencies carried out in the Regency. This study is a mixed study with qualitative and quantitative methods. The quantitative method is carried out with overlay analysis to determine the inconsistencies, nearest neighbor analysis to determine the distribution pattern and qualitative methods to answer the impact and efforts to resolve the Protected Rice Field inconsistencies. The results of the study were 49.82% of Protected Rice Field did not comply with the spatial pattern plan and had a clustered pattern of non-conformity distribution. The impact that affects licensing is the need for recommendations for Protected Rice Field expenditure before utilizing the land.
